Rabbi Shlomo Yehuda Halevi Segal's Ruling on the Crown Heights Eruv
Rabbi Shlomo Yehuda Halevi Segal joined Rabbi Avrohom Osdoba in the Sivan 5776 ruling concerning carrying in Crown Heights.
No halachically valid eruv in the neighborhood
The ruling signed by Rabbi Segal and Rabbi Avrohom Osdoba states that there is no halachically valid eruv anywhere within the boundaries of Crown Heights. It prohibits carrying from one domain to another and carrying in a reshus harabim on Shabbos and Yom Kippur.
Its language is neighborhood-wide. It does not describe one questionable block or a temporary break in an otherwise accepted route. The publicized eruv could not be relied upon anywhere in Crown Heights.
The earlier psak behind the ruling
Rabbi Segal and Rabbi Osdoba connect their decision to the position of Rabbi Zalman Shimon Dworkin and to the leading American and Canadian Rabbonim headed by Rav Moshe Feinstein. Those earlier rulings address the larger New York setting in which any Crown Heights route must be judged.
The result is both local and continuous: the Beis Din responsible for Crown Heights applied the established large-city concerns to the neighborhood and issued a direct practical prohibition.
What the ruling requires
Residents and guests must prepare for Shabbos and Yom Kippur without relying on the advertised eruv. Keys, siddurim, food, bags, and strollers may not be carried through the streets merely because a route has been publicized.
Questions involving illness, disability, danger, or other unusual circumstances belong to their own halachic categories and should be addressed before Shabbos whenever possible. They do not turn the rejected route into an eruv.
