Rabbi Shmuel Zajac relates that Rabbi Shmuel Tuvia Stern told the Rebbe he had made an eruv in Miami. The Rebbe's response was to ask whether Miami had shishim ribo.
The question goes directly to the possible status of the city's streets as a reshus harabim. It came before any discussion of how the boundary had been constructed.
The city must be examined before the route
An eruv route cannot be judged only by its poles and wires. If the city contains the public use relevant to shishim ribo under the accepted psak, the ordinary tzuras hapesach used for a karmelis may not suffice.
The exchange therefore fits the Rebbe's insistence elsewhere on present-day facts. Population and public movement must be investigated in the city where the eruv is being made.

Rabbi Zajac's account remains significant on its own: it records the question the Rebbe asked a Rav who had established an eruv in a major American city.
